Start with outcomes, not tools
A roadmap should answer what needs to improve and why. Examples include reducing orphaned access, improving audit readiness, increasing MFA and SSO consistency, removing standing admin access, or clarifying ownership for application access.
Separate quick wins from foundational work
- Quick wins: obvious policy cleanup, stale admin review, MFA gap closure, high-risk guest access review.
- Foundational work: HR data quality, application ownership, role model design, IAM governance, and operating model decisions.
- Strategic work: platform expansion, access certification programs, lifecycle automation, PAM modernization, and IGA rollout.
Build a 30/60/90-day plan
A 30/60/90-day plan keeps IAM moving while larger decisions are still forming.
- First 30 days: confirm ownership, review high-risk access, document major gaps, and identify immediate risk reduction steps.
- Next 60 days: improve governance processes, clean up key platform controls, and establish reporting.
- Next 90 days: approve the roadmap, sequence platform work, assign owners, and define success metrics.
Use platform work to support the roadmap
Microsoft Entra, Okta, SailPoint, and PAM tools can all help, but tools should support the roadmap rather than define it. The sequence should reflect risk, compliance needs, stakeholder readiness, and operational capacity.
Make the roadmap executive-readable
Executives do not need every technical detail. They need to understand risk, priority, investment, ownership, expected outcome, and what happens if the work is delayed.
